RCSD studying future use of district site

Two groups want offices donated

ROSAMOND - Rosamond Community Services District board members are studying their options in disposing of the district's office building on 20th Street West, District general Manager Sherry Delano said following the board's meeting last week. The building will not be needed when the district's new quarters opens this Spring.

Rosamond Senior Citizens and American Legion have asked if the district can donate the building to them.

"Our attorney will have to do some more checking" on the issue of the district donating the property.

"The board also said they really want to wait until we are completely out of this building until they make a decision on what they want to do with it," Delano said. A new headquarters and maintenance facility is nearing completion on 35th Street West.

She said she believes the current headquarters was approved under a conditional use permit issued by the Kern County Planning Commission.

"The county may have some input on how it is used in the future," she said.

Fire station

On an issue related to the new facility, Delano said the district is working with Kern County on developing a site next to it for a new fire station on two acres the county is acquiring from RCSD.

She said county officials are asking the district to develop water, sewer, and curb and gutter at the site. Delano said she was to discuss the situation with county officials this week.

Water supplies

Board members also discussed how to deal with ensuring that future housing developments will have adequate water supplies.

New state laws and a court decision require developers planning projects of 500 homes or more to provide a water study either from the district or themselves.

But Delano said many of the projects proposed in Rosamond involve 100 or more homes, which can add up to 500.

"We may have one 500 home development every four or five years but you might have four or five 100 house developments going on, so we're interested in those as well," she said.

"We have asked our attorney whether or not there is any way we can ask for water rights from property owners or developers for water on their property," Delano said. "He said we can certainly ask them to tell us how they plan to provide water if it's a big development we can ask them to provide a site for a well, and if it's a single-family dwelling we can ask for a portion of the water or pay for a portion of a well."

"We opened this discussion because we're trying to see what we can do to protect our groundwater and make sure we have water and that it's not the district's total responsibility," she said. "We've started discussing our options."

RCSD has an urban water management plan that can be used as long as a development is within the area covered by the study.
